Learning & Development Specialist
LOCATION: HYBRID: Work-From-Home / 1031 Bank St. Ottawa, ON
TERM: Full-Time, 12 Month Contract
Overview
The Learning & Development Specialist supports the design, development, implementation, and continuous improvement of CAANEO’s learning and talent development initiatives. Working collaboratively with Human Resources, business leaders, and subject matter experts, the Specialist partners with stakeholders to align learning solutions with organizational priorities and strategic workforce objectives.
The Specialist conducts learning needs assessments, analyzes business and competency requirements, and recommends learning strategies that address capability gaps, support organizational effectiveness, and enhances career progression. They support the sourcing, development, implementation, and evaluation of learning programs, curricula, and resources that enhance employee knowledge, skills, and performance across all levels of the organization.
The Specialist advances the organization's talent development strategy through the development and management of Learning & Development roadmaps, competency frameworks, career pathways, and learning pathways. They provide guidance to leaders on employee development, succession planning, and internal mobility while leveraging learning technologies, performance metrics, and industry best practices to continuously improve learning outcomes and workforce capability.
Responsibilities
Learning Strategy & Talent Development
- Develop, maintain, and continuously improve the organization's Learning & Development roadmap, ensuring initiatives align with strategic business objectives, workforce priorities, and organizational capabilities.
- Partner with Human Resources, business leaders, and subject matter experts to identify learning priorities and develop talent development strategies that support business outcomes.
- Design and implement career pathways, learning pathways, competency frameworks, and development programs that promote employee growth, internal mobility, and succession planning.
- Conduct stakeholder consultations to identify development opportunities, establish priorities, and align learning initiatives with organizational goals.
- Monitor, evaluate, and report on the progress and effectiveness of learning initiatives, roadmap milestones, and talent development programs.
- Maintain governance and documentation related to learning strategies, career development resources, and competency frameworks.
Learning Needs Assessment & Program Design
- Conduct organizational, departmental, and role-specific learning needs assessments using interviews, workshops, surveys, performance data, and other assessment methods.
- Analyze business requirements, competency gaps, and workforce trends to identify learning priorities and recommend development solutions.
- Translate business needs into learning objectives, development plans, and measurable learning outcomes.
- Evaluate program effectiveness and recommend improvements based on learner feedback, performance metrics, and organizational needs.
Curriculum Development & Learning Solutions
- Research, evaluate, and recommend internal and external learning solutions, vendors, and development programs.
- Support the design, development, and maintenance of curricula, facilitator guides, learner resources, job aids, presentations, eLearning modules, and blended learning solutions.
- Apply adult learning principles and instructional design methodologies to support the creation of engaging and effective learning experiences.
- Ensure learning content remains current, accessible, and aligned with organizational standards, compliance requirements, and best practices.
Competency & Workforce Development
- Develop and maintain competency frameworks, role profiles, and skills matrices that support workforce planning and employee development.
- Partner with Human Resources to align learning solutions with job architecture, performance management, and career progression frameworks.
- Identify future capability requirements and recommend development strategies that support organizational readiness.
- Support succession planning initiatives by identifying critical competencies and development opportunities.
Learning Technology & Reporting
- Support the administration and optimization of the Learning Management System (LMS).
- Manage learning content, user records, learning pathways, and reporting within learning platforms.
- Develop dashboards and reports to measure learning participation, completion, and engagement.
- Monitor learning analytics and recommend improvements that enhance learner experience and organizational outcomes.
Requirements

Education & Experience
- Post-secondary degree or diploma in Human Resources, Organizational Development, Adult Education, or a related discipline.
- Three (3) to five (5) years of progressive experience in Learning & Development, Talent Development, Organizational Development, Human Resources, or a related field.
- Experience conducting learning needs assessments, developing learning strategies, and designing training programs.
- Experience with instructional design and content development tools
- Experience supporting competency frameworks, career development, succession planning, or workforce development initiatives is an asset.
- Familiarity with Human Resource Information Systems (HRIS) is an asset.
- Experience administering a Learning Management System (LMS) and supporting digital learning solutions is preferred.
Knowledge, Skills & Abilities
- Strong knowledge of adult learning principles, instructional design methodologies, competency-based development, and talent management practices.
- Ability to conduct needs assessments, analyze business requirements, and translate findings into practical learning solutions.
- Strong organizational skills with the ability to manage multiple initiatives simultaneously.
- Excellent facilitation, presentation, stakeholder engagement, and relationship management skills.
- Strong analytical abilities with experience interpreting data and measuring learning effectiveness.
- Excellent written and verbal communication skills.
- Ability to manage confidential information with professionalism and discretion.
Compensation
- Salary: $60,000 - $65,000
